Science And Political Choice

What unites the Buyer-led Food Safety Effort, the efforts of the Western Growers Association, the new principles that United Fresh has elucidated and countless efforts by regional, state, commodity-specific and other national groups? One thing: SCIENCE.

The Buyer-led effort explains:

The requirements will be developed with input from and approval by industry research scientists, as well as input from academia and regulatory agencies (whose direction may differ from that of association members).

We recognize the process of developing requirements has and will continue to illuminate areas that require further scientific research; we understand that the initial requirements will be based on current knowledge, but subject to change as science evolves; we expect the associations to have in place a process to keep the requirements up to date based on sound science.

The Western Growers Association is pushing a Marketing Agreement that will require signatories to follow “best practices”:

“Leafy Green Best Practices” or “Best Practices” mean the commodit0y specific leafy green best practices document and the requirements contained therein prepared by industry scientists, reviewed and approved by state and federal agencies, scientifically peer reviewed by a nationally renown science panel and adopted by the Board.

United Fresh is also concerned about the science:

“…a mandatory federal regulatory approach must contain needed scientific flexibility to address specific commodities differently…”

Yet this appeal to science is misplaced. Not only because our scientific knowledge is so limited in these areas, but because, even if we had perfect knowledge, this is mostly a matter of values. It is, in other words, an inherently political choice.

Scientists can help in executing a policy, but the policy itself — the actual choice that must be made — is political; science provides no answer.

This is true in all matters of public safety.

If we make a political decision that nobody should die in an auto accident where a car directly hits a solid concrete wall at ten miles an hour, engineers can design a car that provides that level of protection. We can also tell the engineers that we want 100% survivorship under that test at 20 miles per hour or 30 miles per hour or 75 miles per hour.

But we have to decide, as a polity, what the test should be and what the acceptable outcome is. The engineers can’t tell us whether we “should” have super safe cars that nobody will die in but that will each cost $250,000 and get two miles to the gallon or whether it is a better society to have cheap cars that get great gas mileage and see 50,000 people die on the road each year. The scientists just handle execution.

One of the reasons the food safety issue festers is because we keep thinking we can get a group of scientists together and they can tell us what to do. Without a standard, however, they have nothing to work with.

United’s recent statement included this remark:

“… long-term public trust requires that such standards must be set by the government in an open and transparent process, with full input from industry, academia, consumers and all stakeholders.”

This is the produce industry saying to government: Tell us what you want us to do. Define a standard. We, as the produce industry, can tell you the cost of different options.

Scientists who work with us, when they have the knowledge, may be able to forecast the likelihood of different events. But neither the industry nor scientists who work with us can decide for society as a whole how much of a margin of safety it wishes to pay for.




Procedure vs. Substance

There is an awful lot of public discussion going on regarding the procedure by which food safety standards shall be set.

The Buyer-led Food Safety Initiative turned to the trade associations, the Western Growers Association turned to a State Marketing Agreement and Marketing Order, and United Fresh has called for Federal regulation.

All these initiatives and many others focus on the kinds of procedures that will build regulatory and consumer confidence. Fair enough… and we support efforts to develop proper procedures.

But in the end nobody will care about the procedure. What will rebuild regulatory and consumer confidence is long periods without outbreaks.

That means that the substance of the food safety standards adopted is crucial.

We were very supportive of United’s call for mandatory, federal standards. However, there was one point in the release that we would encourage the United Board members to carefully consider:

Our scientific and technical team has worked tirelessly in developing rigorous and measurable standards for Good Agricultural Practices for the production of lettuce and leafy greens.

Few have more respect than the Pundit for the tireless work of United’s scientific and technical executives. In fact we gave them an award.

Yet whether the draft GAP standards are “rigorous” or not is another question entirely.

Industry leadership has been going around for almost six months promising to do “everything possible” to make produce as safe as possible.

Ok, some of this is political cant; we do not intend to grow everything in greenhouses. So the definition of what is possible is elastic.

Yet surely we can all agree that whatever our top-volume producers were doing is feasible to extend to the whole industry.

By reputation Fresh Express has one of the best, if not THE best, food safety programs out there for ready-to-eat produce. It will be impossible to hold up as “rigorous” or as the industry doing “everything possible” a standard that is lower than what the biggest marketshare company is doing.

The last GAP document was signed off on by IFPA, United, PMA and WGA. IFPA has merged with United, so, presumably the next document will be signed off on by United, PMA and WGA. The Boards of Directors of these associations should direct staff not to sign off on any GAP document for ready-to-eat lettuce, spinach and other leafy greens that does not, at minimum, meet Fresh Express standards.

There has been a lot of approach to this issue as if nobody has done this before. and what we need is totally new approaches. But, in truth, the Fresh Express program detailed in an article in USA Today is pretty comprehensive. If we just copied the sidebar of the article and had a third-party audit that everybody was doing all this, we would have made enormous progress.

We’ve published it before in the context of an Open Letter to the Signatories of the Buyer-led Food Safety Initiative, but look at the details of what Fresh Express does:

SEED TO SUPERMARKET

Fresh Express, the No. 1 maker of packaged salads, is considered an industry leader in food safety. Fresh Express processes 1.2 billion pounds of raw lettuce and spinach a year. It buys lettuce and spinach from growers, who must meet certain standards.

— GROWING —

Fresh Express gets most of its product from California’s Salinas Valley. Fields and operations are inspected three times each crop cycle.

Fields

Fresh Express won’t accept produce from fields if:

  • They’re within one mile of a cattle feed lot or dairy operation. Cattle operations may cause E. coli to get into runoff water and onto a field, especially during floods.
  • They’ve been flooded within five years.
  • They’re within several hundred feet of a cattle pasture.
  • They’re within 150 yards of rivers, or habitat that attracts wildlife that may spread contaminants.
  • They catch water runoff from cattle pastures.

Water

In Salinas, Calif., well water irrigates fields and is drawn from aquifers 800 to 1,000 feet below ground.

  • Water is tested monthly for pathogens during the growing and harvesting season. Before the recent E. coli outbreak, water was tested at least three times a year.

Animals

Because animals can spread E. coli, tracks in a field make that part of the field unfit for harvest. Often, 30% to 40% is affected. Two years ago, Fresh Express stopped buying lettuce from Florida because growers couldn’t keep frogs out of the crop, which then had to be destroyed. To protect fields:

  • Rodent traps, checked daily, are set about 50 feet apart along the field’s edge. Carbide cannons, which sound like shotguns, are set off by timers to scare off birds.
  • Fences may be required to keep out deer, wild pigs, cattle and other animals. Evidence of wild pigs makes land unharvestable for two years.
  • Workers’ dogs are not allowed in fields or in trucks.

Fertilizing

  • Fresh Express prefers growers use cover crops to add organic matter. Crops such as wheat and barley are planted but plowed under before harvest.
  • Raw animal manure is banned because it may contain E. coli.
  • Composted animal manure is being phased out because of fear that bacteria may survive fermentation and heating.

— HARVESTING —

  • Spinach is typically harvested between 2 a.m. and 6 a.m., when cooler temperatures help keep product fresh. Lettuce, which is hardier and is a bigger crop, is typically harvested in the morning and afternoon.
  • Iceberg lettuce workers cut lettuce from root. Outer leaves taken off. Core cut out. Each head is placed onto tray and a water jet sprays the cut area, where bacteria can cling.
  • Lettuce goes up a conveyor belt, is sprayed with chlorine-based solution for cleansing and goes into plastic-lined bins on truck. Plastic liners are used only once.

Workers

  • Workers must wear gloves, hairnets, aprons, long sleeves so that no skin touches produce.
  • Portable latrines with water for hand-washing must be within a 5-minute walk, or 1/4 mile, from workers. One latrine is needed for every 20 employees of each gender.

— COOLING —

  • Produce is trucked from the field to a cooling station.
  • Cooled to 34-38 degrees within four hours of being cut.

— SHIPPING TO PROCESS —

  • Produce is trucked from cooling stations to Fresh Express processing plants in Salinas, near Dallas, Chicago, Atlanta and Carrollton, Ga.
  • Trucks are cooled to 36 degrees and are swept and hosed down before loading.
  • Temperatures inside the trailer are monitored. If temperatures aren’t kept above 32 degrees and below 40 degrees, produce is discarded. Salinas Valley to Atlanta is the longest drive, about 66 hours.

— PROCESSING —

  • Iceberg lettuce is the largest-volume product. No hand, even gloved, touches the lettuce.

Safety measures

  • Workers wear gloves, gowns, hairnets and hard hats.
  • Gloved hands go through a hand-sanitizer rinse.
  • Trays filled with ammonia-based solutions are spaced throughout the plant so workers disinfect soles of shoes.
  • Packaged produce is washed and rinsed several times with chlorinated water, which the industry says removes 90% to 99% of microbes, including bacteria.

How iceberg lettuce is processed

  • Cut automatically. Drops into agitating chute with chlorinated wash water. Goes up conveyor belt where water drains off.
  • Drops into another agitating chute with chlorinated water. Sprayed with water from above.
  • Moves to another conveyor belt where produce is sprayed from above and water drains off.
  • Dried and bagged.

— SHIPPING TO CUSTOMERS —

  • Produce is on supermarket shelves within 24 to 72 hours of harvest.
  • Bagged salads, packed in boxes, go into trucks that have been swept and cooled to 36 degrees.
  • Trailer temperature is monitored throughout the drive. If temperatures aren’t kept above 32 degrees and below 40 degrees, produce is discarded.
  • Trucks are locked until unloaded at a customer’s distribution center.

These Fresh Express standards are consistently more rigorous than those in the draft GAP being proposed right now.

This is important to note: The previous GAP document, the one approved by United, WGA, PMA and IFPA, was issued in April 2006.

It didn’t stop the outbreaks of 2006 and this is not because we didn’t realize food safety was important. It was, exactly and specifically, because the document had been watered down in negotiations over its wording.

The same thing is happening again.

The members of the boards of the associations have to stand strong and say no. We are not here to negotiate on this issue. The Fresh Express standards must be the minimum on ready-to-eat produce and the only thing to discuss is how much more “rigorous” we can make them.

Remember, regulatory and consumer confidence can only be rebuilt with no more outbreaks.

If the FDA itself details food safety standards and we have more outbreaks, it won’t build consumer confidence in produce. It will just diminish confidence in the FDA.




On To Berlin

This convenience product involves small potatoes, which can be prepared and cooked quickly in a microwave oven for eating as a snack or starter. Aperibilles currently come with a choice of two different sauces in 20 g portions. The packing does not have to be pierced before being placed in the microwave, and cooking time is 3 minutes. Alternatively, the potatoes can be boiled normally for 10 minutes.

Aperibilles are an ideal snack for the whole family. The small potatoes are very populary with children and a good way to provide healthy appetizing snacks. With only 87 kcal per 100g they cater for the growing demand for healthy and convenient snack products.

The packed weight is 250 g with ca. 25 mm calibre potatoes. Potato varieties used include Amandine, Anoe, and Maris Peer. First introduced October 2006.

“Attractive Street Markets“ is a new marketing concept, which aims to help and encourage street markets to become even more attractive for shoppers. Local supermarkets as well as local authority services are brought into and included in the concept so that the campaign has benefits for the entire neighbourhood.

The 2.3 kg Boxidea Box is designed to improve many of the features of the traditional wooden tray or crate. The external measurements guarantee optimal use of space when stacking on pallets, as well as permitting the use of strapping or net meshing and reinforcement corners. The design also takes into account the products’ need for adequate ventilation and cooling during transportation. When stacked, the design of the box ensures a minimum distance of 5 mm between units, enhancing air flow and keeping the product fresh. The design also guarantees an excellent fit with neighbouring boxes. The intelligent design also means that the product itself is well protected. There is plenty of space for branding and product presentation, and not least the customer is able to carry the box and its contents using the specially constructed lid.

An important advantage for the trade is that the box can be assembled in the customer’s own warehouse using a patented assembly system which makes the needs for clamps and glue unnecessary.

Juliet® is a new variety of bi-coloured apple with striped red dominating on a yellow background. It is a very juicy variety with a sweet taste and a pleasant aroma, and is the only apple variety which is grown exclusively using organic production methods.

Production is scheduled to increase in the coming years. 250 t were produced in 2006/2007, and volumes will more than double each year to reach 2,500 t by the 2009/2010 season. From 2007 onwards, it will be grown not only in France but also in Italy and New Zealand. Juliet® is a club variety which may only be cultivated by growers belonging to the association “Les Amis de Juliet®.”

This new variety is available in sizes 65/70 to 80/85 and in different types of packaging from standard cartons to one- or two-layer trays, or wooden punnets containing 4 or 6 apples.

A wide range of promotional material is available for use at point of sale which also provides consumer information. Marketing and distribution is carried out by the association “Les Amis de Juliet®, which is also responsible for monitoring production and packaging among member organisations. Masterlabel is a reclosable label system using an antifog film for packing vegetables in bags which the consumer can reclose after opening. The reclosable label can be used on film of up to 1200 mm width and in any pitch size. Using laser perforation, the shelflife of the product can also be extended by several days.

Masterlabel is the first product of its kind, which allows the consumer to open and close the bag several times, maintaining product freshness and aroma, without increasing costs unduly. It is also compatible with any vertical filling or horizontal flow-pack machine without further modification.

“mon bébé mange bio” means “my baby eats organic”. The concept behind this product is to make it easier for young families to choose, buy and prepare fruit and vegetables, which are appropriate to the diet of very young children. ”mon bébé mange bio” is a special product for babies, reflecting on the one hand the trend towards healthy eating via organic production, and on the other hand the trend towards convenient, pre-packed products. The concept involves Flow-Pack trays with a mixture of organically grown fruit and vegetable varieties to a total weight of 600 g.

The trays are available in various mixes suitable for babies aging from 6 to 18 months. The product is not only very environmentally friendly. The packaging also helps to retain vitamins and minerals.

“mon bébé mange bio” has so far only been available in French supermarkets. However, the slogan and the idea can be easily translated for other markets. First introduced July 2006.

Red Flame is the first red pointed cabbage variety to be grown for the commercial market. The variety has an attractive red colour, even after cooking, as well as a sweet taste and excellent flavour characteristics. It can be cooked or used fresh in salad mixes, for example as a substitute for red radicchio. Heads weigh between 600 g and 1000 g.

When first introduced it was sold as full heads in UK supermarkets. From 2007 it will be available in other European countries, and will begin to be used widely in pre-packed fresh cut salad mixes. First introduced December 2005.

Growers from the island of Reichenau in Germany have specially selected 11 different tomato varieties for their very differing size, shape, colour and taste to provide an attractive and novel mixed tomato selection for the consumer. The mixed pack introduces the customer to a whole new range of interesting tomato varieties as well as providing an ideal snack for the whole family. The novelty of the product and the different tomato varieties are also especially attractive to children.

Different tomato varieties have been carefully selected and presented in a specially developed 500 g tray made from corrugated cardboard. All 11 tomato varieties are present in each individual tray, and ten trays are packed together in a 60 x 40 cm box. The size and content of the individual tray have been specially chosen to suit the needs of the smaller household as well as providing a fun snack for the larger family.

The Reichenau Tomato Varieties concept offers a regional product grown exclusively on the island of Reichenau in Lake Constance. In contrast to normal methods of cultivation, Reichenau tomatoes are grown exclusively in natural soil. First introduced June 2006.

Vitamini´s are mini-vegetables such as snack cucumbers, snack sweet peppers, or cocktail tomatoes presented as individual snack portions in individual packs. The sweet peppers and cucumbers are unique in their size, and are ready to eat as a snack without the need for washing or slicing. The package involves a pre-printed plastic bag with a square base, and is therefore also suitable for vending machines.

Vitamini´s are intended to provide a healthy snack alternative in schools, at petrol stations, kiosks, supermarkets or sport studios.

The three different vegetable varieties are very tasty. The mini sweet peppers and tomatoes are very sweet tasting and the mini cucumbers juicy and refreshing. In the bag they stay fresh for at least a week.

Vitamini’s cucumber snack: 3 cucumbers of approx. 10 cm per bag. Vitamini’s sweet pepper snack: 2 sweet peppers of approx. 7 cm per bag. Vitamini’s cocktail tomato snack: 120 g cocktail tomatoes per bag.

Windtofresh is a packaging concept that keeps cut flowers fresh from grower to consumer without the need for water. The Windtofresh sleeve has a specially sealed, built-in reservoir containing Flower Transport Gel (FTG) that keeps cut flowers fresh by providing moisture and nutrition and preventing bacterial growth.

Windtofresh gel sleeves are available in BOPP film quality, size 59 x 47 x 12 cm, unprinted or in pink or green. Flower Transport Gel (FTG) is available in containers of 10 or 25 litres.

According to the manufacturer, the Windtofresh concept can reduce transport costs by as much as 40 to 70%, since ready cut bouquets can now be transported by ship. The cost of onward shipment by lorry can also be reduced as the flowers do not have to be transported in heavy water containers. At point of sale, the bouquets take up less floor space for the same reason, and can even be presented horizontally at eye level for a more effective presentation. They are also easier to handle with less work and less attention required from sales staff. The easier handling at retail level also means that fresh flowers can be sold at more non-specialist outlets.

For consumers, the cut flowers can be easily carried in a shopping bag or on the back seat of a car, and then placed directly with the gel in a vase of water at home. First introduced November 2006.

The Role Of Produce Traders

Our article Cheaper Produce In Chinatown got a lot of attention, including this letter:

I just finished reading your piece on produce being cheaper in Chinatown. Like you, my family has been in the business of distributing and trading produce for several generations.

My father and uncle used to ride with my grandfather on his horse-drawn wagon to Chicago’s South Water Market, where they watched him buy produce and then peddle it to his neighbors.

They went on to become one of the largest carlot distributors in Chicago during the time when nearly all produce moved by rail, and retailers big and small bought off track in the “16 cities.”

I went on to broker produce in Salinas and start an internet company, ProducePoint, that reported real time price indices. So you can see our family has spanned produce distribution from “Old Grey Mare” to the “speed of light.”

The article on Chinatown reminded me what of the “roots” of produce distribution are all about. Hard work, smart trading and filling the needs of a perishable market. In this day and age of contract pricing and large infrastructures, inventive small operators have an opportunity to shorten the time between distributor and consumer. They are providing a needed outlet for product that needs to be sold now or lost, while giving the consumer a bargain on ripe and more flavorful product.

Outlets such as this are becoming more scarce, and more product is being thrown out as a result. This is not particularly efficient. Tom Peters in his seminal book “Thriving on Chaos” pointed to the fact that bigger is not always, in fact, is rarely better. This particularly holds true for the distribution of perishables.

Bagged product, while filling the needs of time-challenged consumers, has brought a whole new set of problems for our industry. Food Safety, which you have well documented in the Pundit, is one. Waste is another. The desire for standardization from larger retailers and food service operators has created its own inefficiencies. It is also not serving the consumer particularly well. The rise in popularity of community farmers markets is evidence of this.

Speculation has become a dirty word in our industry. Spot market buyers have been marginalized on all levels. Yet all free trading markets need these types of traders to supply liquidity. This is true of stock trading and futures trading to name but two examples. It is especially true with perishable commodities. I wrote an article in a trade publication making this very point several years ago that touched off a debate which lasted several weeks. To this day, I am not sure why such a basic economic principal is so controversial.

The Chinatown vendors exemplify the importance of spot market buyers.

Through their cleverness and industriousness, they supply an important outlet for wholesale distributors while giving the consumer more choices.

Our ancestors did the same. It is time we honor these virtues and pay more attention to the smaller, innovative vendors and buyers who are still a vital part of our distribution chain.

Indeed, all the talk of food safety leads to substantive questions about the role of the trader in the years to come.

In most cases, up till now, we have found the claims by retailers that they wanted to buy direct and only direct as much a soapbox speech as a reality. It was almost as if they were asking to be tricked. They seemed to be saying:

“Show us a Potemkin Village farm so we can see you are a farmer, but we really want a trader who will buy and sell, import and manipulate so that we are never, ever short product regardless of fires, floods, crop disease, hurricanes, freezes, tornadoes, earthquakes, etc.”

Now, however, the food safety focus moves us to a focus on an aligned supply chain. Indeed it could be argued that the whole purpose of an industrywide initiative is to help the little guy. If they want it, Wal-Mart, Safeway, Kroger, Supervalu, Sysco, McDonald’s, etc. can always get produce grown to the safest standards. They just order it and audit it.

It is to save the freewheeling nature of the business, to allow anyone to walk on a terminal market and know that everything meets established parameters that we need national food safety programs.

Our correspondent points out the inefficiencies that result when speculation is reduced or prohibited. His point is well taken.

In the Pundit’s sister publication, PRODUCE BUSINESS, we wrote a piece entitled Broker is not a Dirty Word that detailed the ridiculous and expensive things people did to avoid being labeled a broker.

And Richard’s point about the need for liquidity is sharp. One of the main differences between retailers and terminal market wholesalers when it comes to procurement is that, while retailers buy what they want, many wholesalers specialize in helping growers find outlets for what the growers need to sell.

We suppose that in the end, efficiency will prevail, and that if the world finds it better to kill off the speculators, then it will do so.

Yet the Pundit remembers going to visit the old Washington Street market with his father just before it was torn down for some more homogenized city buildings. We discussed the hope that the new market would be more efficient, yet the Poppa Pundit, even then, said that it might be more efficient but the city was also going to lose character, the floral market, the fish market, the meat market, the produce market, the hustle and the bustle, sights and smells, and the nighttime life — these were all things that added distinctiveness to city life.

If you take these markets away in exchange for more glass office buildings, you might build a more efficient city, but maybe not a better one.

So, if the speculator is banished and everything is sterile-packaged and goes seamlessly in an aligned supply chain from farm to fork, we may well have built a more efficient produce industry. But some of us, this Pundit included, will always wonder if we really built a better one.




Buyer-led Food Safety Initiative
Recap XXXIV

There is an ad-hoc group that started it all, the National Restaurant Association has its group working on a program and the Food Marketing Institute held a conference. All these buyer-led initiatives can get confusing, so to assist the trade in keeping track of them all, we are publishing this recap of coverage all in one place.

As new developments, occur we will continue to update this recap to help keep the trade organized on this important subject.

On September 25, 2006, in the midst of the spinach crisis, we published The Role of Retailers And The Future Of Food Safety, which pointed out that it is the “representations and warranties” that buyers demand that define the food safety programs we get:

“…in the end, the strength of our food safety systems is at least as dependent on what retailers demand as they are on what the government does for the simple reason that what retailers pay for is what they are going to get.”

Then in the issue of the Pundit’s sister publication, PRODUCE BUSINESS, which was unveiled at the PMA Convention in San Diego on October 21, 2006, we published Food Safety Is A Retail Issue, which pointed out:

“…what holds suppliers back is not that they need an FDA regulation — it is that they need to see a willingness on the part of buyers to pay more to obtain a higher level of food safety and security. So far that is missing.”

The Buyer-led Initiative for Food Safety was then announced. In time it came to be signed on to by nine important buying organizations:

Here at the Pundit, we applauded the buyer-led effort but on October 30, 2006, ran a piece entitled Buyer-Led Food Safety Effort Leaves Open Question Of Buyer Commitment, in which we pointed out:

“What would be helpful from these buyers is…a reassurance to the grower/shipper/packer/processor community that investments in food safety will be protected.”

As Gene Harris of Denny’s added his endorsement to the Buyer-led Initiative for Food Safety, we published, Pundit’s Mailbag — Denny’s Weighs In On Food Safety Effort on November 1, 2006, and we pointed out that the Western Growers Association was now looking for mandatory standards:

“Buyers can impose standards on their suppliers, but it seems as if the big grower members of WGA are more inclined to go with a mandatory program. Perhaps because this is more easily “saleable” to consumers, perhaps because the growers have no confidence that buyers will ever agree to a uniform standard on food safety and, perhaps, because growers know that buyers today can have the best of intentions but situations change and buyer’s change — and if legal product is available for much less money, that will put a lot of pressure on an organization to change its standards.”

On November 2, 2006, we highlighted an Opportunity For Buyers’ Food Safety Initiative, where we wrote the following:

“Here’s the Pundit’s suggestion to the buyers: Don’t wait for the deadline to pass. Withdraw the letter to the associations, which can only lead to endless negotiations with grower/shippers and watered-down food safety standards. Instead, create a temporary ad hoc consortium to spearhead the quick development of science-based food safety standards.

In the short term, these will be enforced by buyer demand, hopefully including other buyers who will buy into the plan; in the medium run the plan will be turned over to state authorities in California and federal authorities in Washington, D.C., as the basis for new mandatory regulation.”

We pointed out that this initiative may not stay in the hands of the ad hoc group leading the Buyer-led Food Safety Initiative when, on November 7, 2006, we announced: National Restaurant Association Forms Produce Safety Working Group and pointed out:

“What we should have learned from the FDA loss of confidence in the industry is that food safety is not something that we negotiate over. It has to be driven by the best scientific knowledge we have.”

Mark Munger of Andrew-Williamson Fresh Produce, a grower/shipper, pitched in his thoughts on the important role buyers play in the food safety arena and, on November 8, 2006, we published Pundit’s Mailbag — Insights From A Conscientious Grower, which specifically praised one foodservice customer:

I also have to commend one of our customers, who I believe demonstrates the value of collective partnerships between growers and customers. Two years ago we began working with Darden Restaurants. Darden takes food safety very seriously. They have empowered a food safety team that must approve each and every supplier. They have inspectors in the field who make weekly random inspections of growing operations, picking and packing programs. When problem issues are identified, they work closely with our food safety team to help educate our team and to ensure that collectively we fix the problem. The knowledge that an inspector can be in any field or packing shed at anytime has forced us to treat every day as an inspection day.

Additionally, Darden’s food safety team is separate from their buying team. If a farm is not up to par, they have the authority to stop all transactions until the problems are fixed. They truly put their money where their mouth is and have helped us become a markedly better company. I cannot think of a better example of the power of collective thinking between suppliers and customers. I think the industry would be well served to learn more about their programs and create similar models.

Not surprisingly, the Food Marketing Institute was not going to be content to sit this one out and, on November 10, 2006, we published FMI Steps Into The Food Safety Fray, which detailed a conference scheduled for December 5th at which FMI would host representatives from industry, associations, academia and government to advance food safety issues. Unfortunately, FMI decided to exclude the media and we pointed out:

“…if the goal is to build public confidence in the process the industry is going through, you not only open it to media, you send a velvet invitation to the big consumer media groups.

It smells of smoke-filled rooms where deals will be cut in secret. If you let in some light and air, everyone will have more confidence in the final product.”

On November 14, 2006, we published Pundit’s Mailbag: Grower/Shipper Calls Buyer Led-Food Safety Initiative Hollow Call To Action, in which a respected grower/shipper pointed out that “This is where the retailers must step out of their ivory towers and get their walk (vendor relationship) to match their talk (aligned supply chain)… If those who signed on to this letter would get committed to buying only from “qualified suppliers,” the laws of supply and demand will drive the solution and we will quickly catch up with the rest of the world in this critical area.”

On November 17, 2006, we featured Tale Of Two Buyers, in which we pointed out: “If the VPs are sincere about wanting the buyers to place food safety first, the VPs have the responsibility for changing the culture and the economic incentive systems.”

On November 21, 2006, we published Tim York Takes Leadership Role In Food Safety Crisis, which features an extensive interview with Tim York of Markon Cooperative as well as the announcement that the Buyer-led Food Safety Initiative gained ten new retail signatories:

Despite the impressive show of buyer support, we expressed some concern: “…it is also pretty clear that the prospect of one unified food safety standard acceptable to every one of the signatories, much less to those who have declined to sign, is somewhere between nil and nothing.”

On November 28, 2006, we published Words From Buyers Who Did Not Sign The Food Safety Initiative, and in this piece we added Mark Hilton, Vice President of Produce and Floral for Harris-Teeter, based in Matthews, North Carolina, as a signatory to the letter.

We also quoted buyers who had declined to sign the letter mostly due to their objection to the public nature of the initiative. We also pointed out how vendors were thinking:

Pundit Note: Many growers and shippers are irate over the effort as they see it as an evasion of responsibility. These buying organizations get exactly what they value enough to pay for. All too often, some of the same companies who signed the letter on Monday will, on Tuesday, buy some product without the slightest knowledge of where it came from.

On November 29, 2006, we ran Another Naysayer of Buyer-led Food Safety Initiative, which gave voice to the thoughts of some non-participating buyers that only mandatory government regulation is the way to go. Also on November 29, 2006, we published Pundit’s Mailbag — Buyers Lecturing Again, in which a processor there at the beginning of the national fresh-cut industry reminded us how uninterested in food safety most retailers were at the time.

On November 30, 2006, we continued our exploration of why some buyers were declining to join the buyer-led initiative with Self-Interests Play Role In Food Safety Initiatives. Also on November 30, 2006, we received a letter from Al Zuckerman of ProMark Group, which we focused on in Pundit’s Mailbag — Pundit Logic On Food Safety Regulation. We pointed out: “In terms of the difficulties on spinach and leafy greens, the key buyers are missing from the Buyer-led Food Safety Initiative. The buyers of the produce, in this case, are the processors.”

On December 1, 2006, we published Spinach And The Consequences Of Buyers’ Action, in which buyers who hadn’t signed on to the buyer-led food safety initiative pointed out that rigorous food safety systems will restrict supply and raise prices.

As we explained: “It is unknown if those who don’t buy spinach because of high prices will buy healthy alternatives. They may buy candy bars and die of complications of obesity. It is a completely open question as to whether safer spinach won’t cost lives in the end.”

Also on December 1, 2006, we responded to industry feedback claiming that foodservice did a better job than retail when it came to food safety by beginning a series of Pundit Pulses focused on foodservice. The first two, Pundit’s Pulse Of The Industry: Del Taco’s Janet Erickson and Notre Dame’s Dan Crimmins, dealt with how smaller buyers deal with these issues.

On December 5, 2006, we continued our discussion with buyers who refused to sign the Buyer-led Food Safety Initiative by noting that some of them weren’t thrilled with the Western Growers Association proposal either. Our Piece Is WGA’s Food Safety Proposal Up To The Job?dealt with the problems created for the industry when one region is declared “safer” than another and with the difficulty of utilizing a marketing order to legislate world class food safety practices.

On December 6, 2006, we ran Nine Days To B-Day (The Buyer-led Food Safety Initiative Deadline), which dealt with what will happen if the trade associations do not meet the deadline set by the buyers. Also on December 6, 2006, we continued our series on foodservice and food safety by running Pundit’s Pulse Of The Industry: Michael Spinazzola Of Diversified Restaurant Systems.

Additionally on December 6, 2006, we ran a letter from Tim O’Conner, President & CEO of the United States Potato Board in our Pundit’s Mailbag — Buying Safe Food In A Changing Worldin which Tim explained: “Given my experience with government inspection and regulation, I place much more value on a supply chain-led initiative to deliver meaningful long term results.”

On December 7, 2006, we ran FMI Meeting On Food Safety: More Questions To Be Answered, which looked at the contribution of FMI’s effort to play a role in preventing a future leafy green crisis.

On December 8, 2006, we published Pundit’s Mailbag — Trapping Stations And Food Safety Costs, in which a letter from Jack Vessey of Vessey & Company clued us in to the specific cost implications of food safety initiatives.

On December 12, 2006, we ran Taco Bell Makes Ready Pac Its Scapegoat, which explained that the attitude of shared responsibility for food safety that is essential for success can’t be sustained if a buyer dumps an innocent vendor at the first sign of trouble.

Also on December 12, 2006, we published New Meaning Of A Value Meal: Cultural Change Needed To Factor In Food Safety, which dealt with the way a cultural imperative to low prices could lead food safety to be sacrificed.

Additionally on December 12, 2006, we ran Pundit’s Mailbag: Aligned Supply Chains And Statistical Quirks, which analyzed the way the tyranny of large numbers can impact our perception of the food safety problem.

We were particularly intrigued by the possibility that C.H. Robinson’s participation, as a major vendor to Wal-Mart, might mean that Wal-Mart saw some usefulness in being somewhat related to the initiative.

Botulism And Carrot Juice Summary LII

We’ve been asked to make available in one place our coverage of the recall by Wm. Bolthouse Farms of certain 100% carrot juice products and the broader implications of this issue for food safety. This piece is updated regularly and will be re-run to include new coverage of this outbreak and issue.

IMPLICATIONS OF THE CRISIS
In addition, the Pundit has done several smaller pieces that touched on various aspects of this crisis. The focus, however, was on the necessity to change attitudes as the produce industry becomes less a packing industry and more a processing industry.
