Fresh Express Declines To Sign
California Marketing Agreement

The big question regarding the California Marketing Agreement for spinach, lettuce and leafy greens has been whether Fresh Express would elect to sign the agreement. As the biggest player in the field and the one with the best reputation for its food safety program, its signature to the agreement would certainly have helped solve a public relations problem for the industry.

From a business standpoint, though, its decision is completely understandable. For months now the Pundit has campaigned for the industry to adopt the Fresh Express food safety program as its baseline Good Agricultural Practices document. One of the reasons is because it has been obvious for months that Fresh Express would resist associating itself with a food safety program less strenuous than the one it has in place. As its letter, several copies of which we received from industry friends, explains:

Fresh Express growing and processing facilities rigorously follow, and in many instances, exceed the proposed GAP metrics. In fact, Fresh Express standards and commitment to food safety are already the most complete and comprehensive in the industry. At considerable expense, we have our own field staff confirming that the standards are being met every day. Of equal importance, our food safety program is built around prevention, and our preventative measures are reviewed and improved continuously throughout the entire supply chain. Food safety at Fresh Express is fully integrated into every aspect of our business, every single day.

The letter, written over the signature of Tanios E. Viviani, President of Fresh Express, attempts to walk a political tightrope. It is clear Fresh Express wants to be seen as supportive of industry aspirations on food safety, but also that it believes it has a stronger program already in place:

To be clear, Fresh Express is in full support of tightening food safety standards, and we urge all handlers whose standards do not currently meet the improved GAP metrics defined within the California Marketing Agreement to adopt them promptly. We also believe the GAP metrics called for in the agreement will only be as good as the prevention system each handler has adopted for its own organization.

Fresh Express stands by its already comprehensive and fully integrated food safety program. We are ready to put our full support behind industry efforts to raise the food safety standards, because consumers are entitled to industry-wide protections.

Here at the Pundit, we have been deeply concerned that the consumer marketing aspect of the California Marketing agreement, namely a seal on packaging, will be deeply confusing to consumers. We’ve argued that for a national and international industry to have a seal for small range of products — only when produced by companies licensed to do business in one state and only available for a portion of the year — is more likely to confuse consumers than restore consumer confidence.

Fresh Express seems to share these concerns:

The Marketing agreement is an important first step, but the solution for food safety must be global. The fresh produce industry is not confined to California; it’s largely national, and most handlers grow or process in several other regions of the country. We’re even seeing an increase in international production, which the California Marketing Agreement does not address. Fresh Express itself produces raw product only seven months of the year in California and processes less than one-third of its product line from California sources. Today’s consumers demand a 12-month supply of high quality, food-safe, fresh produce that requires production and growing across national and international locations. Fresh Express already applies the same high-quality standards throughout the global supply chain as we do nationally, and we believe any food safety initiative should do the same.

The letter goes on to subtly imply a fear that consumer confusion on these matters might lead this very limited program — not addressing non-California product — to give consumers a false sense of security and that both the press and consumers could misinterpret what the seal stands for:

Although the California Marketing Agreement has a limited reach, it may very well create consumer expectations that are too high to meet. That’s why, as an industry, we must find ways to earn consumer trust and not jeopardize it with limited safeguards.

Put another way, the program is too limited both in substance and geography to assure safe product, yet it will be promoted as doing just that.

The letter must have been a difficult one to write, and it is possible that the $2 million donation Fresh Express made to further research on E. coli 0157:H7 was part of a trade relations strategy to soften the blow of its rejection of this agreement. A way of saying to the industry we can’t associate ourselves with this plan but we want to help the industry. The letter explains:

We continue to make significant investments in food safety. Last May, well before the fresh spinach outbreak, we formed a blue ribbon scientific advisory panel headed by Dr. Michael Osterholm, PhD, MPH, to further explore how food safety practices might be enhanced through a better scientific understanding of the pathogens common to fresh produce, especially E. coli O157:H7. Last month, we committed $2 million dollars to fund the research priorities recommended by the panel and announced that we will share the findings with the entire industry. This past December, we established an endowment at UC Davis to support graduate students researching food science. All findings from Fresh Express-funded research will be made public.

Our sense is that Fresh Express is sincere in its critique of the California Marketing Agreement. If the industry had been willing to adopt the Fresh Express standards as the GAP metrics, it would have been harder for Fresh Express to decline to sign, even though it would still have been a regional agreement.

Yet we are also reminded of John Maynard Keynes — a man so influential that an entire school of contemporary thought, Keynsian economics, bears his name — warned us that “Practical men, who believe themselves to be quite exempt from any intellectual influences, are usually the slaves of some defunct economist.”

The decision that Fresh Express has articulated in its letter is to some extent dictated by the economics of the situation. Competitors who are signing the agreement are urging retailers to require that all suppliers be signatories to the California Marketing Agreement. Implicit in this call is a notion that adhering to the food safety standards in that agreement is sufficient, otherwise the call would be for retailers to demand that their suppliers meet some specific, more strenuous standard that is required for food safety.

The whole reason the industry has resisted adopting the Fresh Express standards in the first place is that they cost money. To say you won’t buy product within a mile of a composting operation or five years after land is flooded restricts the supply chain and raises prices. Fresh Express needs to legitimately recover these costs which it believes are necessary and desirable to incur on behalf of safer food.

Most retail buyers, much less consumers, are not food safety experts; they are bound to assume that the standards agreed to by the industry and assented to by government are sufficient. That is why they bought spinach under the old standards.

Fresh Express is saying that it supports the California Marketing Agreement, by which it means that it thinks it is a great idea for companies that do not meet the draft GAP standards to immediately sign up and raise their standards. That is why Fresh Express did not speak out in opposition to the agreement. Yet, Fresh Express is also saying that it supports the industry plenty with its research grant and its willingness to share results with the whole industry. It wants to keep clear in the minds of its trade customers that it is operating to its own, higher standard and that, in its judgment, it does things in food safety worth paying for.

What is going on beneath the surface is a classic situation in the field of “Information Economics,” in which an early adopter of food safety systems is being challenged by an industry that would like to use industry standards to head off the early adopters’ competitive edge.

Heads Up — PR Problems For Produce

The CBS Evening News with Katie Couric is running a series called What’s on the Menu. As CBS puts it:

“… the three-part series will take a hard look at the issues surrounding food safety and what is — and is not — being done to protect us from what we eat. It’s an issue that’s at front and center stage for many Americans these days, especially in light of the recent rash of stories about e coli outbreaks, and we hope our series will shed some light on the subject and give people some context in which to make decisions regarding food choices.”

It is expected that the pieces will be airing Tues, Wed., and Thursday (Feb. 13, 14, 15) of this week, at 6:30 PM ET on CBS.

The first day of the Series will include Senator Durbin, the assistant democratic leader of the senate calling for one agency to control food safety.

The second day of the series focuses on Salinas and includes an interview with a farmer, a female expert from UC Davis and State Senator Florez who is pushing for a mandatory state regulatory scheme.

The third day of the series focuses on agro-terrorism.

WGA’s Secret Science Panel

It is fair to say that the very purpose of the California Marketing Agreement that will cover spinach, lettuce and other leafy greens is to build regulatory and consumer confidence.

In order to do that, we need not only a defensible procedure — be it regulation by government, private entities or some other alternative — but we need substantive standards that can be defended. But the way Western Growers Association has handled the drafting of the GAP documents has put the industry in a highly suspect position.

Supposedly, there is a secret panel of scientists meeting to draft out the proposed GAP standards, which will be science-based. In essence, the WGA has chosen to keep secret the kind of information that is essential to build confidence in this process.

Let us ask five simple questions:

  1. Who is on this committee and how were they selected?
  2. Do they have any conflicts of interest?
  3. Have they each endorsed the draft GAP document?
  4. Have they been asked to draw up dissenting reports on areas where they would like to see different standards?
  5. What was the charge given the scientists?

And we’ll add two really big questions:

Why is all this a secret?

How will refusing to answer these questions build regulatory and consumer confidence?

The assumption by the consumer media, politicians and regulatory bodies will be that this is all being kept a secret because the panel wouldn’t reflect very well on the industry.

So let us head this off at the pass: WGA should release the composition of the panel right now.




Science: As Tough As You Like It

The Pundit had an opportunity to sit down with a couple of key players in the Buyer-led Food Safety Initiative, and we were challenged on our repeated suggestion — see here, here and here — that the standards Fresh Express detailed in a USA Today article should be adopted as minimum standards for the ready-to-eat industry.

The argument the buyers made is that we need a science-based standard, and the Fresh Express rules are arbitrary.

It is a fair critique. But in the absence of more information, there is no reason to believe that the draft GAPS are any more scientific than the Fresh Express standards.

Indeed it is not even clear that “science” can play more than a minor role in this process.

Scientists can propose plans that will achieve a given purpose, but the key issue is what the purpose is. In other words, the exact same committee, composed of the exact same scientists, will come up with totally different “scientific standards” depending on what they are instructed is the goal.

If you tell them it is unacceptable that anyone should ever again die because of E. coli 0157:H7 on spinach and that we would rather close up than have that on our hands, the scientists may tell you that we need to grow produce in greenhouses.

But if you tell them we want to improve the food safety standards of our traditional crop growing methods and hope to reduce the number of foodborne illness outbreaks from our products by 20%, they may tell you to leave an extra ten feet between a house and a field.

So the search for science-based standards is a chimera. We will get exactly as tough a protocol as we instruct the scientists to give us.

The great advantage of adopting the Fresh Express standards is this: As the largest player in the industry, we know that the standards are feasible for large-scale production. Using the toughest standards out there, we know that adopting the standards will fulfill the industry pledge to do “everything possible” to deliver safe produce to consumers.

And, if there should ever be another outbreak and, God forbid, another consumer should die, the industry will be spared congressional hearings at which Senators will question industry representatives with these questions: “How could you knowingly adopt standards lower than those of the largest producer of fresh-cuts? And how do you feel about that decision in light of the recent outbreak and subsequent death of one of your customers?”

What possible upside is there for the industry that would justify the trade exposing itself to such a question?




Pundit’s Mailbag — Exporter Headaches

We received this letter from a San Francisco-based exporter:

In or around July 2006 the marine terminal operators at the Ports of Long Beach and Los Angeles in California created Pier Pass. It was created to try to reduce container traffic during peak hours of the day.

As a small exporter of perishable produce mainly to Pacific Rim countries we are experiencing many difficulties with this system.

From an administration point of few it is a bit of a joke. Each container booking number must first be registered on their website and then up loaded. After the container is brought back to the port then we must check to see if the container was turned in during peak or off peak hours, if it is off peak no charge, peak $100 for 40’ Reefer unit. Other amounts for dry container both inbound / outbound.

We have had many containers held because of computer glitches because the port gate keepers cannot receive the load unless released by the computer. Today the computer held two of our loads again. As a result we will be billed $65 per hour for 4 hours per load overtime by our truckers in addition to being charged $100 for the privilege to turn in our container and deal with the back and forward on the phone and the frustration of having our cargo held up by a computer.

At this point because of the sudden extra charges which we cannot pass on to our overseas customers we are thinking maybe to just boycott LA port and bring all outbound cargo to Oakland. Oakland does not have Pier Pass and the extra charge would be about $237 per load. My extra cost per load today were $356 per load.

Every Monday all outstanding accounts must be cleared, if they are not they will again not release the cargo and accept it at the pier unless the $100 per load is paid. These guys want their money and they want it now.

I have requested to have an invoiced mail account and was informed I need to be moving 1000 loads per annum before they can offer such an account. I wonder how exporters in this country export directly more than 1000 loads per year of fresh produce through Los Angeles Port.

Do not get me wrong I am all for making everyone’s commute more efficient, as this is costing our produce industry and other industries more cost to do business not only in charges but in administration and time. Is there any third party actually monitoring this service, are motorist getting to and from work faster as a result of pier pass in Los Angeles I would really like to know. I would also like to know what the authorities are doing with this new found stream of revenue.

Lastly all this administration and cost could simply be eliminated if a gate tally was kept by port officials on load in and out. Loads being charged should be billed as an additional charge at the time by the steamship and added to the Ocean freight by individual carriers and paid when exporters pay the steamship ocean freight cost. Normally about 21 days from the issue of the bill of lading.

I propose a radical change to this system and welcome any reports you might do to help make a badly structured operation better for the people in our industry.

Many thanks to Duncan for bringing this situation to our attention. The competitiveness of U.S. agriculture in overseas markets is dependent not just on the farm gate price but also on what expenses the product has to carry to get overseas.

The PierPass program is designed to reduce traffic during peak daytime traffic hours. To do this the ports charge a fee for delivering vans during peak hours and use the money to fund keeping the port gates open for nighttime and Saturday delivery.

The authorities trumpet it as a big success:

LONG BEACH, Calif., July 24, 2006 — PierPASS Inc.’s highly successful OffPeak celebrates its one-year anniversary today, marking a year of accomplishment and continuing improvement for the system created to reduce truck traffic during peak daytime traffic hours, alleviate overall port congestion and lessen the industry’s environmental impact at the Ports of Los Angeles and Long Beach

PierpASS today announced that 2.5 million truck trips have been diverted from peak daytime traffic during the first full year since the OffPeak program launched on July 23, 2005. Current projections are that in 2006 alone, between 2.8 and 3 million trucks will motor through OffPeak’s night time and Saturday gates. OffPeak is taking up to 60,000 truck trips per week out of daytime freeway traffic patterns, producing a notable reduction in daytime congestion on roads near the ports

“The OffPeak program has been a tremendous success,” said Richard Steinke, executive director for the Port of Long Beach. “It shows how the goods movement industry can implement an innovative solution to resolve a very serious traffic issue. And an additional benefit is that the reduction in truck idling is improving air quality for the entire region.”

Since the start of the program, between 30 percent and 35 percent of container cargo at the ports has moved during the new OffPeak shifts on a typical day, far exceeding initial expectations for the program.

"Faced with a crisis of congestion, the entire goods movement industry has changed the way it does business in order to keep this vital economic corridor open,” said PierPASS President and CEO Bruce Wargo. “Importers, exporters, terminals and truck drivers have all made significant changes in their business models, and the results have been impressive.”

Since July 23, 2005, all 12 international marine terminals at the two adjacent ports have offered night and weekend gate openings. OffPeak night operations run from 6 p.m. to 3 a.m. Monday through Thursday. OffPeak Saturday operations are from 8 a.m. to 6 p.m. A Traffic Mitigation Fee on most peak daytime traffic funds the OffPeak gates and provides an incentive to use the OffPeak gates.

According to Geraldine Knatz, executive director of the Port of Los Angeles, the OffPeak program has delivered important benefits to port operations. “OffPeak has had several benefits for the Port of Angeles, but foremost among them has been the expansion of our capacity to handle more cargo and helping alleviate the considerable daytime traffic in and around the Port.”

Offpeak’s role in alleviating the traffic congestion at the port complex was highlighted recently in the findings of a survey conducted by an independent research firm with nearly 500 truck drivers who serve the Ports of Los Angeles and Long Beach. According to the survey, 66 percent of truck drivers familiar with the OffPeak program said they viewed OffPeak as positive for their jobs. Seventy-one percent of the truckers surveyed reported reduced traffic on the freeways and roads leading to the terminals, leading to the breakthrough finding that 43 percent confirmed they are making more trips per shift since OffPeak began.

“The goal of this program from day one has been to reduce traffic congestion caused by the over-abundance of cargo industry trucks working during the daytime,” said Wargo. “Everything else springs from this effort: Improved traffic patterns; reduced emissions from idling truck engines; the faster flow of goods from place to place; better fuel efficiency for those on the roads; and a cleaner, safer environment for neighboring communities. It all starts with diverting trucks to the new night and Saturday gates.”

According to the Los Angeles County Economic Development Corporation, the number of containers handled at the Los Angeles/Long Beach port complex is forecast to increase by 10.2 percent in 2006. The combined Ports of Long Beach and Los Angeles ranked as the fifth largest in the world in 2005, handling more than 40 percent of all containerized goods imported into the U.S.

Yet sometimes the authorities deal mostly with the big players and ignore the way these programs play out for smaller firms… and virtually all produce companies are smaller firms.

In addition produce is often less predictable. Harvests get held up due to weather, loads don’t make inspection, they pack out a different size than anticipated and sources of supply have to be switched.

So the seemingly fair rules applicable to all, disadvantage produce.

But everyone, including the ports have an interest in keeping U.S. produce exports competitive. Perhaps we can put together a working group of produce exporters to work with the port on this issue. If anyone from the port or marine terminal operators at LA and Long Beach are reading this and are willing to work with the group, please send us an e-mail, we’ll get an ad hoc group together to help resolve the issue.

Once again, thanks to Duncan and Bayfresh Produce for letting the industry know about the situation. In the end $356 a load in fees means there will be less exported than could have been. That means lower FOB’s as growers try and move more product domestically. So this is an area of real concern. Let us see what we can make happen.




Buyer-led Food Safety Initiative
Recap XLIV

There is an ad hoc group that started it all. The National Restaurant Association has its group working on a program and the Food Marketing Institute held a conference. All these buyer-led initiatives can get confusing, so to assist the trade in keeping track of them all, we are publishing this recap of coverage all in one place.

As new developments occur, we will continue to update this recap to help keep the trade organized on this important subject.

On September 25, 2006, in the midst of the spinach crisis, we published The Role of Retailers And The Future Of Food Safety, which pointed out that it is the “representations and warranties” that buyers demand that define the food safety programs we get:

“…in the end, the strength of our food safety systems is at least as dependent on what retailers demand as they are on what the government does for the simple reason that what retailers pay for is what they are going to get.”

Then in the issue of the Pundit’s sister publication, PRODUCE BUSINESS, which was unveiled at the PMA Convention in San Diego on October 21, 2006, we published Food Safety Is A Retail Issue, which pointed out:

“…what holds suppliers back is not that they need an FDA regulation — it is that they need to see a willingness on the part of buyers to pay more to obtain a higher level of food safety and security. So far that is missing.”

The Buyer-led Initiative for Food Safety was then announced. In time it came to be signed on to by nine important buying organizations:

Here at the Pundit, we applauded the buyer-led effort, but on October 30, 2006, ran a piece entitled Buyer-Led Food Safety Effort Leaves Open Question Of Buyer Commitment, in which we pointed out:

“What would be helpful from these buyers is…a reassurance to the grower/shipper/packer/processor community that investments in food safety will be protected.”

As Gene Harris of Denny’s added his endorsement to the Buyer-led Initiative for Food Safety, we published Pundit’s Mailbag — Denny’s Weighs In On Food Safety Effort on November 1, 2006, and we pointed out that the Western Growers Association was now looking for mandatory standards:

“Buyers can impose standards on their suppliers, but it seems as if the big grower members of WGA are more inclined to go with a mandatory program. Perhaps because this is more easily “saleable” to consumers, perhaps because the growers have no confidence that buyers will ever agree to a uniform standard on food safety and, perhaps, because growers know that buyers today can have the best of intentions but situations change and buyer’s change — and if legal product is available for much less money, that will put a lot of pressure on an organization to change its standards.”

On November 2, 2006, we highlighted an Opportunity For Buyers’ Food Safety Initiative, where we wrote the following:

“Here’s the Pundit’s suggestion to the buyers: Don’t wait for the deadline to pass. Withdraw the letter to the associations, which can only lead to endless negotiations with grower/shippers and watered-down food safety standards. Instead, create a temporary ad hoc consortium to spearhead the quick development of science-based food safety standards.

In the short term, these will be enforced by buyer demand, hopefully including other buyers who will buy into the plan; in the medium run the plan will be turned over to state authorities in California and federal authorities in Washington, D.C., as the basis for new mandatory regulation.”

We pointed out that this initiative may not stay in the hands of the ad hoc group leading the Buyer-led Food Safety Initiative when, on November 7, 2006, we announced: National Restaurant Association Forms Produce Safety Working Group and pointed out:

“What we should have learned from the FDA loss of confidence in the industry is that food safety is not something that we negotiate over. It has to be driven by the best scientific knowledge we have.”

Mark Munger of Andrew-Williamson Fresh Produce, a grower/shipper, pitched in his thoughts on the important role buyers play in the food safety arena and, on November 8, 2006, we published Pundit’s Mailbag — Insights From A Conscientious Grower, which specifically praised one foodservice customer:

I also have to commend one of our customers, who I believe demonstrates the value of collective partnerships between growers and customers. Two years ago we began working with Darden Restaurants. Darden takes food safety very seriously. They have empowered a food safety team that must approve each and every supplier. They have inspectors in the field who make weekly random inspections of growing operations, picking and packing programs. When problem issues are identified, they work closely with our food safety team to help educate our team and to ensure that collectively we fix the problem. The knowledge that an inspector can be in any field or packing shed at anytime has forced us to treat every day as an inspection day.

Additionally, Darden’s food safety team is separate from their buying team. If a farm is not up to par, they have the authority to stop all transactions until the problems are fixed. They truly put their money where their mouth is and have helped us become a markedly better company. I cannot think of a better example of the power of collective thinking between suppliers and customers. I think the industry would be well served to learn more about their programs and create similar models.

Not surprisingly, the Food Marketing Institute was not going to be content to sit this one out and, on November 10, 2006, we published FMI Steps Into The Food Safety Fray, which detailed a conference scheduled for December 5th at which FMI would host representatives from industry, associations, academia and government to advance food safety issues. Unfortunately, FMI decided to exclude the media and we pointed out:

“…if the goal is to build public confidence in the process the industry is going through, you not only open it to media, you send a velvet invitation to the big consumer media groups.

It smells of smoke-filled rooms where deals will be cut in secret. If you let in some light and air, everyone will have more confidence in the final product.”

On November 14, 2006, we published Pundit’s Mailbag: Grower/Shipper Calls Buyer Led-Food Safety Initiative Hollow Call To Action, in which a respected grower/shipper pointed out that “This is where the retailers must step out of their ivory towers and get their walk (vendor relationship) to match their talk (aligned supply chain)… If those who signed on to this letter would get committed to buying only from “qualified suppliers,” the laws of supply and demand will drive the solution and we will quickly catch up with the rest of the world in this critical area.”

On November 17, 2006, we featured Tale Of Two Buyers, in which we pointed out: “If the VPs are sincere about wanting the buyers to place food safety first, the VPs have the responsibility for changing the culture and the economic incentive systems.”

Despite the impressive show of buyer support, we expressed some concern: “…it is also pretty clear that the prospect of one unified food safety standard acceptable to every one of the signatories, much less to those who have declined to sign, is somewhere between nil and nothing.”

On November 28, 2006, we published Words From Buyers Who Did Not Sign The Food Safety Initiative, and in this piece we added Mark Hilton, Vice President of Produce and Floral for Harris-Teeter, based in Matthews, North Carolina, as a signatory to the letter.

We also quoted buyers who had declined to sign the letter mostly due to their objection to the public nature of the initiative. We also pointed out how vendors were thinking:

Pundit Note: Many growers and shippers are irate over the effort as they see it as an evasion of responsibility. These buying organizations get exactly what they value enough to pay for. All too often, some of the same companies who signed the letter on Monday will, on Tuesday, buy some product without the slightest knowledge of where it came from.

On November 29, 2006, we ran Another Naysayer of Buyer-led Food Safety Initiative, which gave voice to the thoughts of some non-participating buyers that only mandatory government regulation is the way to go. Also on November 29, 2006, we published Pundit’s Mailbag — Buyers Lecturing Again, in which a processor there at the beginning of the national fresh-cut industry reminded us how uninterested in food safety most retailers were at the time.

On November 30, 2006, we continued our exploration of why some buyers were declining to join the buyer-led initiative with Self-Interests Play Role In Food Safety Initiatives. Also on November 30, 2006, we received a letter from Al Zuckerman of ProMark Group, which we focused on in Pundit’s Mailbag — Pundit Logic On Food Safety Regulation.We pointed out: “In terms of the difficulties on spinach and leafy greens, the key buyers are missing from the Buyer-led Food Safety Initiative. The buyers of the produce, in this case, are the processors.”

On December 1, 2006, we published Spinach And The Consequences Of Buyers’ Action, in which buyers who hadn’t signed on to the buyer-led food safety initiative pointed out that rigorous food safety systems will restrict supply and raise prices.

As we explained: “It is unknown if those who don’t buy spinach because of high prices will buy healthy alternatives. They may buy candy bars and die of complications of obesity. It is a completely open question as to whether safer spinach won’t cost lives in the end.”

Also on December 1, 2006, we responded to industry feedback claiming that foodservice did a better job than retail when it came to food safety by beginning a series of Pundit Pulses focused on foodservice. The first two, Pundit’s Pulse Of The Industry: Del Taco’s Janet Erickson and Notre Dame’s Dan Crimmins, dealt with how smaller buyers deal with these issues.

On December 5, 2006, we continued our discussion with buyers who refused to sign the Buyer-led Food Safety Initiative by noting that some of them weren’t thrilled with the Western Growers Association proposal either. Botulism And Carrot Juice Summary LVXII

We’ve been asked to make available in one place our coverage of the recall by Wm. Bolthouse Farms of certain 100% carrot juice products and the broader implications of this issue for food safety. This piece is updated regularly and will be re-run to include new coverage of this outbreak and issue.

On January 9, 2007, we published Pundit’s Mailbag — Farmers Are Not The Cause Of Food Safety Problems, which contained an important letter pointing out that farmers are expected to deliver “dirty” product to processors. You can read it here.

On January 10, 2007, we ran Pundit’s Mailbag — Oversights In Food Safety, which featured an important letter from Tom Russell of Dynasty Farms/Pacific International Marketing calling for a ban on the use of cow manure in agriculture and a “Right to Irradiate” bill. You can read the piece here.

On January 11, 2007, we ran E-coli 0157:H7 Vaccine Approved For Use In Canada, which related to efforts to stop E. coli 0157:H7 before it can hit the produce fields. Read it here.

IMPLICATIONS OF THE CRISIS
In addition, the Pundit has done several smaller pieces that touched on various aspects of this crisis. October 5, 2006, we ran a piece focused on another outbreak of foodborne illness — in this case, botulism in carrot juice. The focus, however, was on the necessity to change attitudes as the produce industry becomes less a packing industry and more a processing industry.
