PMA Adds Food Safety Session
To Produce Solutions Conference

We ran a piece entitled PMA’s Produce Solutions Conference Has New Twist highlighting the fact that this year, for the first time ever, the conference would incorporate both the retail and foodservice supply chains.

Now with the conference fast approaching, PMA has also added a new food safety session for the conference. Since the theme of the conference is Consumer Trends ’07, this session will provide an overview of PMA’s response to the food safety crisis, including how the industry can expect to benefit from the $2.75 million that PMA has committed to spend on food safety initiatives, highlight consumer research PMA has done related to food safety and outline PMA’s plans regarding a Consumer Communications Plan to restore customer and buyer confidence in fresh produce.

The conference is something of a debutante’s ball for Lorna. Although she has been at PMA for half a decade and carries enormous weight within the organization, she is not a publicity hog and has worked quietly to assist PMA in achieving its goals. It took all of the Pundit’s charm to convince her to share a photo with us today.

This conference is one of the rare occasions in which she has taken a public role. Is it a rare walk on the wild side for Lorna or the start of trend? Only time will tell.

The Passing Of Ernest Gallo

Ernest Gallo, who got his original wine-making recipe from a public library and built the world’s largest winemaking operation, died at age 97 in his home in Modesto, California.

The Pundit never knew the man, but at least one of our readers and contributors did — Frank McCarthy of Albert’s Organics/United Natural Foods.

We ran a piece on Wal-Mart and the nature of upscale that prompted Frank to send us this note:

This reminds me of a conversation I had with Ernest Gallo in another career about twenty years ago. He wanted to upscale the image of his wines. I explained to him that he’d spent a half billion dollars over a forty year period positioning Gallo as good cheap wine. (Remember Gallo Hearty Burgundy?) I told him it would take a generation and a billion dollars to accomplish this task. He said, “I better get started right away.” Family companies have options that public companies don’t.

When we asked for his thoughts upon hearing of Mr. Gallo’s passing, Frank said this:

He was one of the creators of the American wine industry. His early vision was to make wine accessible to the average person. His early wines were made from inexpensive grapes, but they were always technically excellent and a great value for the money.

His company essentially controlled the price of wine grapes in California, but you never heard a grower complain. Gallo’s price was always fair and sometimes generous. This, of course, put a floor under the table grape market as well.

His real genius was in marketing. He knew the value of distribution and he fought constantly for every placement and every facing. He also played fair in what was sometimes a dirty game.

Some of his later wines were superb, made from the best Napa and Sonoma had to offer, and still a bargain. In a world full of pretense and pretension, he was an honest merchant. We are poorer for his passing.

Maybe a definition of a life well lived is that when you go, people you knew have things like that to say about you.

May he rest in peace.




T.G.I. Friday’s Weighs In On Obesity

With obesity being focused on as Public Health Problem #1, the produce industry is poised to launch its new Fruits & Veggies — More Matters brand. It is an exciting program but only half the story.

In order for eating more fruits and vegetables to help with the obesity problem, we need to either get more active or eat less of something else. If you read the USDA standards, you can see, by implication, that this is precisely what is supposed to happen.

But politically, as we discussed here, it is very difficult for the government to simply issue a press release saying to everybody: eat less meat.

Yet the message seems to be filtering out. The latest indication is that T.G.I. Friday’s has come out with a new menu that emphasizes smaller portions at lower prices:

Friday’s Becomes First Casual Dining Chain to Offer Smaller Portions at Lower Prices All Day, Every Day With Right Portion, Right Price Menu Offerings.

In an unprecedented move in the casual dining industry, T.G.I. Friday’s restaurants today became the first restaurant chain in the category to offer a variety of smaller portion entrees at lower prices all day, every day with its Right Portion, Right Price menu.

“This is a category issue stemming from consumer demand. The category needs to listen,” said Richard Snead, president and chief executive officer of Carlson Restaurants Worldwide, parent of T.G.I. Friday’s restaurants. “We are listening.”

“Cutting back on portion sizes is one of the best strategies for helping individuals lose or maintain their weight,” said Julie Upton, spokesperson for the American Dietetic Association. “This is especially true when eating out. Serving smaller restaurant portions is a great strategy for helping people lose or maintain their weight and most consumers won’t even notice that they’re being served less, and they’ll really appreciate the potential health payoffs.”

“This is a significant part of Friday’s overall goal of personalizing and customizing the guest experience,” said Snead. “No matter what your lifestyle choice, you don’t have to sacrifice taste. Smaller portions at smaller prices meet all lifestyle choices.”

Friday’s announced six new entrees for the new Right Portion, Right Price ($6.99 — $8.99) menu: Asian-Glazed Chicken with Field Greens, Cedar-Seared Salmon on Field Greens, Cedar-Seared Salmon with Pasta, Bistro Sirloin Salad, Jack Daniel’s Chicken Alfredo and Dragonfire Chicken. In addition, you can choose from four classics — Bruschetta Chicken Parmesan, Cajun Shrimp & Chicken Pasta, Half-Rack Baby Back Ribs and Shrimp Key West. Two of the offerings, Dragonfire Chicken and Shrimp Key West, are also included in the “Better For You” section and contain 500 calories or less and 10 grams or less of fat per serving.

The Right Portion, Right Price menu will be featured at 582 US T.G.I. Friday’s restaurants locations.

Eating out and eating the right portion size is psychologically difficult because economically we assume that if we get more of something — such as food — we are getting a better deal.

But, of course, if we eat more than we should, it is not a better deal; it is a worse deal.

Because T.G.I. Friday’s is offering a price break for the smaller portion, it might change some of the psychology.

T.G.I. Friday’s hasn’t released nutrition information, which is a bad sign, but the photos look as if most of the meals are rich in fruits and vegetables.

This chain has often looked to cater to the dietary desires of its customers, including offering an Atkins-based menu.

In looking to offer reduced-portion size, it is opening the way for the dietary shift of calories from protein to produce that has to occur if our diets are to get in sync with our caloric expenditure.

If this is the start of a trend, then MORE really will MATTER for the produce trade.




Second Appeal To NRA

We’ve been focused on the National Restaurant Association and its intention to unveil its own food safety plan. First we published an interview with Donna Garren, Vice President, Health and Safety Regulatory Affairs for the NRA, under the title of National Restaurant Association Soon To Unveil Its Own Food Safety Plan. We then published An Open Letter To The Board Of Directors Of The National Restaurant Association to urge the association to engage with its members’ supplier base and the rest of the produce industry rather than unilaterally announcing a final plan at a conference.

For those who don’t know her, Donna Garren is a terrific person. She is smart and knowledgeable with a PhD in food science and technology. She also has intimate knowledge of the produce industry, having worked at United as Vice President, Scientific and Technical Affairs for six years. Before that she worked for Boskovich Farms as its Director of Research & Development and Product Safety.

She knows the issues, she knows the people and she is a scientist. It is inconceivable that, given her druthers, she wouldn’t prefer to work collaboratively with other scientific and technical people such as her fellow PhD’s, United’s David Gombas and Jim Gorny who, along with WGA’s Hank Giclas, we honored with an award for service to the trade.

So why the secrecy?

Why is it that although the produce industry has been keeping NRA fully apprised of its thinking on technical and scientific issues and industry standards, the NRA won’t share its thinking?

After all, there are only two possibilities.

POSSIBILITY ONE: NRA and is experts have substantive issues with the proposed GAP metrics. They have studied the matter and feel strongly that the produce industry is, say, underestimating the migration rate of E. Coli 0157:H7 and thus much larger buffer zones are required between growing areas and potential reservoirs for E. coli 0157:H7.

If this is so, then obviously NRA should be passing on its thoughts, even preliminary thoughts on these matters.

This is science and, of course, the produce industry scientists could overlook something or interpret something differently than another scientist would. So, of course, the produce industry would welcome any critique that NRA and its scientists would like to make. That is why you can read the draft GAPs on PerishablePundit.com, the United Fresh web site and the web site of the Western Growers Association. The industry welcomes input and feedback. We want the best possible standards.

POSSIBILITY TWO: NRA and its scientists have no objections to anything the GAPs contain. They have no scientific arguments to make, no need to hold discussions. Instead what is happening is some kind of association politics in which the executives at NRA want to be seen as demanding things from the supplier base as opposed to cooperating with the supplier base.

So the NRA plan is just to take the GAP standards developed by the produce industry and add a bunch of superfluous requirements. Not requirements they are prepared to defend on a scientific basis. Not even requirements they are prepared to defend on some rational relationship between enhanced standards and caution. Just something they are interested in doing so they can say “we are tougher than you.”

These types of things happen all the time. Normally we can dismiss it as the price that is paid for the jockeying between different organizations.

But food safety is too important to allow such petty bickering.

Where consumer health and safety is at stake, where the livelihoods of countless farmers are at stake, we can expect industry trade associations to work together toward the same goal. Especially because NRA is doing its own members no good.

NRA’s plan is to reveal its secret food safety plan at a conference at the end of March — by which time no standard could have much effect on the Salinas season.

In fact all that NRA is doing is assuring that if someone gets sick, its members will be vulnerable to law suits on the grounds that they are selling product that doesn’t meet the standards that their own association recommends.

Far better to keep these recommendations as a draft form, share them with the produce industry for analysis and discussion as a draft. Use the conference to reinforce this process.

The GAP standards are a living document, designed to be changed as the science advances. The current proposed GAPS are before the CDFA right now, something very close to them will be adopted very soon.

But the Yuma season will come up fast enough. Let NRA be a part of version 2.0 of the GAP documents.

Food safety depends on the entire supply chain working together. NRA’s penchant for secrecy and unwillingness to involve the supplier base is, in fact, inimical to the efforts needed to ensure safe food for the patrons of America’s restaurants.




Pundit’s Mailbag — Stenzel Speaks Out
On Food Safety And Food Dudes

Our piece, A Tip Of The Hat For Stenzel, brought a thank you note plus a commentary on both the state of legislative interest in the produce industry and efforts to increase produce consumption.

Tom Stenzel, President and CEO, United Fresh Produce Association, wanted to draw special attention to our article Food Dudes Beat Junk Punks And Kids Eat More Produce and both praise that program and place it in a larger context:

Thanks much for the nice comments about my recent testimony before the California Senate and Assembly Agriculture Committees. I appreciate the kudos because I know from past personal experience that you are quite even handed in dishing out the critiques as well as the compliments! I’ll enjoy it while I can and not get used to it!

It did get a little fiery in Sacramento with one state senator who just doesn’t seem to be listening to how hard this industry is working to prevent foodborne disease outbreaks. Both the immediate efforts in the California leafy greens industry and the longer-term effort to build strong uniform national standards with FDA oversight really show the commitment of our industry.

I do believe the vast majority of politicians are genuinely motivated by the public interest, and it’s our mutual job to keep the dialogue going and work together wherever possible. Certainly the U.S. Congress is mightily engaged in the food safety debate right now, and we can expect continued hearings, legislation, and regulatory developments at the national level. We just have to keep up the work to shape these government initiatives to serve both public health and enable the industry to grow, pack, process and market safe, healthy and affordable fresh produce. After all, that’s what will build consumption for the even greater public health good.

I was reminded of the important link between our efforts in food safety and increasing consumption by the excellent report that Pundit Investigator and Special Projects Editor Mira Slott did on the Food Dudes program in yesterday’s Pundit.

This has been a tremendous program, and I’d also like to compliment Laurence Swan of Fyffes for his leadership in getting this program going. He’s been a stalwart in promoting kids consumption of fresh produce through this program, and is one of those inspirational figures in our business.

European officials are actually very engaged right now in seeking ways to increase kid’s consumption. Our VP of Health and Nutrition Dr. Lorelei DiSogra is speaking at a European Union Parliamentary Briefing on April 17 in Brussels about the successful school fruit and vegetable snack programs in the U.K. and the USA, where she’s joining representatives from Norway, France, Belgium and the U.K. in encouraging EU support for these initiatives.

The day before that hearing, the International Fruit and Vegetable Alliance (IFAVA) chaired by Ron Lemaire of CPMA is hosting a workshop for industry members on "Building National and EU Support for Expanding School Fruit and Vegetable Programs." We’re seeing a growing multinational recognition that these types of environmental changes at the school level can be tremendously effective in setting a new behavior pattern for healthy eating among the coming generation.

After many years of trying, we probably should have learned by now that just telling people what to do, whether it is to grow safer produce or to eat more vegetables, is not particularly effective.

What the new GAP metrics are about is creating decision trees to help growers know what the right decisions to make are. What the California Marketing Agreement is about is changing the incentives for both carrot — major buyers will consider your product if grown to standard — and stick — you might be shut down if state inspectors find a pattern of non-compliance — so that safer product is the end result. And the Food Dudes program looks at what actually influences behavior of children, as opposed to just lecturing at them.

These new more sophisticated approaches bode well for the industry as we struggle to create safer product, grow consumption and build a stronger industry.

Initiatives like these also require an industry infrastructure and that requires dedicated volunteer leadership at all levels, local to international, in many organizations, including United.

Volunteering is intimidating at first and seems like a tremendous sacrifice. Yet, we’ve known many of the most involved volunteer leaders and we’ve never met one who didn’t feel he got more out of volunteering than he ever put into it.

Buyer-led Food Safety Initiative
Recap LXVI

There is an ad hoc group that started it all. The National Restaurant Association has its group working on a program and the Food Marketing Institute held a conference. All these buyer-led initiatives can get confusing, so to assist the trade in keeping track of them all, we are publishing this recap of coverage all in one place.

As new developments occur, we will continue to update this recap to help keep the trade organized on this important subject.

On September 25, 2006, in the midst of the spinach crisis, we published The Role of Retailers And The Future Of Food Safety, which pointed out that it is the “representations and warranties” that buyers demand that define the food safety programs we get:

“…in the end, the strength of our food safety systems is at least as dependent on what retailers demand as they are on what the government does for the simple reason that what retailers pay for is what they are going to get.”

Then in the issue of the Pundit’s sister publication, PRODUCE BUSINESS, which was unveiled at the PMA Convention in San Diego on October 21, 2006, we published Food Safety Is A Retail Issue, which pointed out:

“…what holds suppliers back is not that they need an FDA regulation — it is that they need to see a willingness on the part of buyers to pay more to obtain a higher level of food safety and security. So far that is missing.”

The Buyer-led Initiative for Food Safety was then announced. In time it came to be signed on to by nine important buying organizations:

Here at the Pundit, we applauded the buyer-led effort, but on October 30, 2006, ran a piece entitled Buyer-Led Food Safety Effort Leaves Open Question Of Buyer Commitment, in which we pointed out:

“What would be helpful from these buyers is…a reassurance to the grower/shipper/packer/processor community that investments in food safety will be protected.”

As Gene Harris of Denny’s added his endorsement to the Buyer-led Initiative for Food Safety, we published Pundit’s Mailbag — Denny’s Weighs In On Food Safety Effort on November 1, 2006, and we pointed out that the Western Growers Association was now looking for mandatory standards:

“Buyers can impose standards on their suppliers, but it seems as if the big grower members of WGA are more inclined to go with a mandatory program. Perhaps because this is more easily “saleable” to consumers, perhaps because the growers have no confidence that buyers will ever agree to a uniform standard on food safety and, perhaps, because growers know that buyers today can have the best of intentions but situations change and buyer’s change — and if legal product is available for much less money, that will put a lot of pressure on an organization to change its standards.”

On November 2, 2006, we highlighted an Opportunity For Buyers’ Food Safety Initiative, where we wrote the following:

“Here’s the Pundit’s suggestion to the buyers: Don’t wait for the deadline to pass. Withdraw the letter to the associations, which can only lead to endless negotiations with grower/shippers and watered-down food safety standards. Instead, create a temporary ad hoc consortium to spearhead the quick development of science-based food safety standards.

In the short term, these will be enforced by buyer demand, hopefully including other buyers who will buy into the plan; in the medium run the plan will be turned over to state authorities in California and federal authorities in Washington, D.C., as the basis for new mandatory regulation.”

We pointed out that this initiative may not stay in the hands of the ad hoc group leading the Buyer-led Food Safety Initiative when, on November 7, 2006, we announced: National Restaurant Association Forms Produce Safety Working Group and pointed out:

“What we should have learned from the FDA loss of confidence in the industry is that food safety is not something that we negotiate over. It has to be driven by the best scientific knowledge we have.”

Mark Munger of Andrew-Williamson Fresh Produce, a grower/shipper, pitched in his thoughts on the important role buyers play in the food safety arena and, on November 8, 2006, we published Pundit’s Mailbag — Insights From A Conscientious Grower, which specifically praised one foodservice customer:

I also have to commend one of our customers, who I believe demonstrates the value of collective partnerships between growers and customers. Two years ago we began working with Darden Restaurants. Darden takes food safety very seriously. They have empowered a food safety team that must approve each and every supplier. They have inspectors in the field who make weekly random inspections of growing operations, picking and packing programs. When problem issues are identified, they work closely with our food safety team to help educate our team and to ensure that collectively we fix the problem. The knowledge that an inspector can be in any field or packing shed at anytime has forced us to treat every day as an inspection day.

Additionally, Darden’s food safety team is separate from their buying team. If a farm is not up to par, they have the authority to stop all transactions until the problems are fixed. They truly put their money where their mouth is and have helped us become a markedly better company. I cannot think of a better example of the power of collective thinking between suppliers and customers. I think the industry would be well served to learn more about their programs and create similar models.

Not surprisingly, the Food Marketing Institute was not going to be content to sit this one out and, on November 10, 2006, we published FMI Steps Into The Food Safety Fray, which detailed a conference scheduled for December 5th at which FMI would host representatives from industry, associations, academia and government to advance food safety issues. Unfortunately, FMI decided to exclude the media and we pointed out:

“…if the goal is to build public confidence in the process the industry is going through, you not only open it to media, you send a velvet invitation to the big consumer media groups.

It smells of smoke-filled rooms where deals will be cut in secret. If you let in some light and air, everyone will have more confidence in the final product.”

On November 14, 2006, we published Pundit’s Mailbag: Grower/Shipper Calls Buyer Led-Food Safety Initiative Hollow Call To Action, in which a respected grower/shipper pointed out that “This is where the retailers must step out of their ivory towers and get their walk (vendor relationship) to match their talk (aligned supply chain)… If those who signed on to this letter would get committed to buying only from “qualified suppliers,” the laws of supply and demand will drive the solution and we will quickly catch up with the rest of the world in this critical area.”

On November 17, 2006, we featured Tale Of Two Buyers, in which we pointed out: “If the VPs are sincere about wanting the buyers to place food safety first, the VPs have the responsibility for changing the culture and the economic incentive systems.”

On November 21, 2006, we published Tim York Takes Leadership Role In Food Safety Crisis, which features an extensive interview with Tim York of Markon Cooperative as well as the announcement that the Buyer-led Food Safety Initiative gained ten new retail signatories:

Despite the impressive show of buyer support, we expressed some concern: “…it is also pretty clear that the prospect of one unified food safety standard acceptable to every one of the signatories, much less to those who have declined to sign, is somewhere between nil and nothing.”

On November 28, 2006, we published Words From Buyers Who Did Not Sign The Food Safety Initiative, and in this piece we added Mark Hilton, Vice President of Produce and Floral for Harris-Teeter, based in Matthews, North Carolina, as a signatory to the letter.

We also quoted buyers who had declined to sign the letter mostly due to their objection to the public nature of the initiative. We also pointed out how vendors were thinking:

Pundit Note: Many growers and shippers are irate over the effort as they see it as an evasion of responsibility. These buying organizations get exactly what they value enough to pay for. All too often, some of the same companies who signed the letter on Monday will, on Tuesday, buy some product without the slightest knowledge of where it came from.

On November 29, 2006, we ran Another Naysayer of Buyer-led Food Safety Initiative, which gave voice to the thoughts of some non-participating buyers that only mandatory government regulation is the way to go. On November 30, 2006, we continued our exploration of why some buyers were declining to join the buyer-led initiative with Self-Interests Play Role In Food Safety Initiatives. Also on November 30, 2006, we received a letter from Al Zuckerman of ProMark Group, which we focused on in Pundit’s Mailbag — Pundit Logic On Food Safety Regulation. We pointed out: “In terms of the difficulties on spinach and leafy greens, the key buyers are missing from the Buyer-led Food Safety Initiative. The buyers of the produce, in this case, are the processors.”

On December 1, 2006, we published Spinach And The Consequences Of Buyers’ Action, in which buyers who hadn’t signed on to the buyer-led food safety initiative pointed out that rigorous food safety systems will restrict supply and raise prices.

As we explained: “It is unknown if those who don’t buy spinach because of high prices will buy healthy alternatives. They may buy candy bars and die of complications of obesity. It is a completely open question as to whether safer spinach won’t cost lives in the end.”

Also on December 1, 2006, we responded to industry feedback claiming that foodservice did a better job than retail when it came to food safety by beginning a series of Pundit Pulses focused on foodservice. The first two, Pundit’s Pulse Of The Industry: Del Taco’s Janet Erickson and Notre Dame’s Dan Crimmins, dealt with how smaller buyers deal with these issues.

On January 10, 2007, we ran Pundit’s Mailbag — Oversights In Food Safety, which featured an important letter from Tom Russell of Dynasty Farms/Pacific International Marketing calling for a ban on the use of cow manure in agriculture and a “Right to Irradiate” bill. You can read the piece here.

On January 11, 2007, we ran E-coli 0157:H7 Vaccine Approved For Use In Canada, which related to efforts to stop E. coli 0157:H7 before it can hit the produce fields. Read it here.

Also on January 11, 2007, we published Pundit’s Mailbag — Arguing For Irradiation, which included a letter from Mark Beeler of Watsonville Produce pointing out that we need a “kill step” if the goal is to stop outbreaks. You can find it here.

IMPLICATIONS OF THE CRISIS
In addition, the Pundit has done several smaller pieces that touched on various aspects of this crisis. On September 21, 2006, we did a piece called Wal-Mart Deli/Bakery Has Crisis Of Its Own that draws a link between the difficulty of preventing a Salmonella outbreak at one store with the difficulty of preventing an E. coli outbreak on an industry-wide basis. You can read this piece here.

On September 25, 2006, the Pundit noted Another Oddity In Spinach Crisis and raised the question whether some or all of the product being marketed as conventional might not be organic. October 5, 2006, we ran a piece focused on another outbreak of foodborne illness — in this case, botulism in carrot juice. The focus, however, was on the necessity to change attitudes as the produce industry becomes less a packing industry and more a processing industry. Food Safety, Good Delivery And Temperature Monitoring was published on October 10, 2006, and pointed out that old temperature recording devices have to be superseded by new temperature monitoring technology on all trucking of vulnerable products. Catch the piece here.

Nunes Tests Negative on October 13, 2006, raises the question of the appropriateness of recalls for generic E. coli in irrigation water. Read it here.
